Funny Money

One Thin Dime

Not Worth a Plugged Nickel

The Buck Stops Here

The images above are "funny money", the scrip we used in Vietnam instead of US currency. The purpose of using this scrip instead of US money was to stop or at least slow down black market transactions.

TURNING IN THE MONEY

One of my fun additional duties in Vietnam was to take in and pay out all the old Military Payment Certificates (MPC) with new MPC. We did not use US dollars in Vietnam – instead we used paper dollars, quarters, dimes, and nickels. We were only supposed to use MPC to buy things from military organizations. This was to reduce black market transactions between the US military and civilians.

With no notice all bases would be “locked down”, with no one permitted to leave or depart. The purpose of this was to screw anyone who was involved with the black market - anyone who was off base could not get back on to base to get their money exchanged. We got the word in the middle of the night. The base was locked down and every Marine had to turn in his MPC. Paper nickels, dimes, quarters, and dollars, covered with junk and waded up, were counted out, and I gave each man a receipt. I had over $20,000 in MPC and I kept it in an ammo box. Then I had to take the money to Wing Headquarters in Danang, count it to Wing, get new money in the same denominations, and return and pay each man. No mistakes, as I recall. It took me three long days to collect and pay back all the money to each man.

I had paid everyone except a Marine named Riley who was in the brig (jail). I did not know him as he had been in the brig before I joined the unit. I went over to the brig to collect his money. I was shocked to see it was a Marine I served with in 5th LAAMBn in Yuma who I knew very well. I had told him then he needed to clean up his act and quit drugs when we had served together. He did not listen then - hope he has cleaned up his act. He was a smart capable guy, just not willing to go along with the Marine program

Carbondale, Illinois Tax Increment Financing District Downtown Redevelopment

The City of Carbondale developed two Tax Increment Financing Districts. The large district above is in the historic downtown. Southern Illinois University is at the south end of the District. Major roads intersect the district from all directions. The AMTRAK station is near the center of the District. The City owns a number of properties within the TIF.

The City will use TIF to assist redevelopment. The City is poised for great redevelopment facilitated by the proximity of the University and by the face that the area is traversed by all the major roads.  The district is attractive and can support substantial quality redevelopment.

This smaller district above is located west of the downtown area. The District includes two large historic structures. In addition to TIF incentives, the redevelopment of the historic properties could receive a valuable historic tax credit.

Florida Projected Land Use

I found this rather startling map on this website  https://jacquithurlowlippisch.com/

I think it overstates the amount of  land development that will occur.  Still, we all know that Florida is growing very rapidly, mostly on both coasts.

The States and County should be planning and acquiring the right of way for new major roads inland from both coasts to accommodate this future growth.

Manatee County Comprehensive Plan Future Land Use

Zoom
Future Land Use Map
The Comprehensive Planning Section’s principal role is to protect the public good for the long-term future of Manatee County.  This is done by analyzing the pros and cons of various scenarios, and balancing competing interests to reach community consensus.  These shared community desires are given expression via Plans, Policies, and Strategies.  This ensures that short term decisions are made in perspective of the long-term good.

The section updates and maintains the required Comprehensive Plan consistent with state laws and the local community vision.  The Comprehensive Plan contains the long range policy structure for the County.  It contains Goals, Objectives, and Policies on land use, transportation, environmental protection, coastal protection, affordable housing, utility services, and historic preservation.  Per state law, the Comprehensive Plan is required to be thoroughly reviewed and updated every seven years [Evaluation and Appraisal Report (EAR)] to meet the changing needs of our community.

This section conducts analysis on a wide variety of issues facing Manatee County.  These issues have recently included:  post disaster redevelopment plan; promoting urban development; protection and expansion of the industrial base; ensuring an available water supply and adequate school facilities; identification and protection of community character; and developing a coordinated land use plan with a supporting transportation network in the emerging suburban areas.

Sarasota County Land Use Plan Map

Sarasota County Plan

The guiding plan for the next decade of development and growth in Sarasota County received its first approval Wednesday afternoon.

The updated county comprehensive plan goes to state officials for further review and comment before returning for a final County Commission approval in late October.

The two-volume, 1,300-page document lays out the framework for how county planners will address quality of life, environmental, transportation, health, utilities and land-use issues for the next 10 years. It is designed to give the overarching goals and objectives of the county to complement the more specific ordinances and zoning rules that govern day-to-day operations.
